New York rolled out its first phase of congestion pricing, a controversial new policy that taxes for-hire vehicles in order to fund the city’s mass transit system. Chabad Doctor Pinny Young found himself in the right place at the right time. Forced to take an Amtrak train due to weather, he was there to save the life of someone with an airway emergency. The conductors on the train thanked him, and said in their four years as conductors, they have never had such an emergency.
