During a two-week period several years ago, Matthew Devlin felt hopeless. The 18-year-old came to rest his head one night on a table in a Manhattan Starbucks. Police have announced the arrest of a second 11-year-old boy in connection with the arson of a school bus outside a Jewish school in Crown Heights earlier this week.
