In 1988, during the Shiva for Rebbetzin Chaya Mushka, Rabbi Simcha Elberg visited the Rebbe to be Menachem Avel. Rabbi Elberg served as the chairman on the executive board of the Union of Orthodox Rabbis, and on the executive committee of Agudath Israel of America.
