That’s definitely the Belzer Rebbe and his chasidim. The Belzer community in Eretz Yisrael does incredible kiruv.

This is the the current Belzer Rebbe and his entourage from Belz, when he first became rebbe. He had a long yechidus with the Rebbe. The Rebbe encouraged the Belzer Rebbe to do more to make baalei teshuva, and afterwards Belz established a yeshiva for baalei teshuva.

The Belzer Rov on his visit in Adar Rishoin 5741,That was his second time having Yechidus. The Rebbe gave his hand to over 25 of the Belzer Chassidim mentioning that this is on honor of the guests even though its not the Minhag Chabad.

It is the Belzer Rov after his Yechidus 4th Adar II 5741 which finished before Mincha. (It is probably not his 1st visit on 9th Adar I 5733, judging by the Shemtov boy near the policeman, who was probably not yet born in 5733).

interesting, as the Belzer came in to the rebbe, the Rebbe asked him to take off his coat, his reply was “ich bin gekumin du tzi unvaramin” (I came here to warm myself)
the main topic of conversation was on the Rebbes part, to institute learning chassidus in the Belzer yeshivahs, hearing the audio from it, the rebbe explicitly says, i am not necessarily requesting Chabad Chassidus, however, Noam Elimelech etc. will be sufficient,
