This is scary! Imagine if he was a terrorist or really bad criminal! The yeshiva should have some kind of access control or guard and educate the bochurim on what to do when they see a potentially suspicious person walking around.

if he was middel eastern looking ppl would have done something right away… there are sevrel black guys working in ot and the dorm. being that there are some 150 ppl in the dorm not everyone knows which black guy works there or doesnt belong… since he made himself look like he was trying to do something no one suspected anything…
