Some points:
1) To add to “Yosef” – the reason for limiting to those years only, is that by Chai Elul 5722, the windows were already installed.
2) Pictured (L-R): (Standing by window -?); Rav E.E. Yolles (rov of Philadelphia – seated); Rav M. Mentlick (R“Y of 770 – standing); the Rebbe. Behind the Rebbe: Rav shmuel Levitin (Mashpia in 770); Rav M.D. Rivkin (R”Y of Torah Vodaas; elder chossid); Rav S.A. Kazarnovsky (of Agudas Chassidei Chabad).
3) It seems as if the Rebbe had said something humorous etc., as we see Rav Yolles smiling. Anyone know details?
