Crown Heights Lot at Carroll Street and Troy Avenue Set for Development After Years of Delays
by CrownHeights.info
Construction fencing is beginning to go up at the corner of Carroll Street and Troy Avenue, signaling renewed activity at a long-vacant Crown Heights property with a development history dating back more than 16 years.
The property, located at 341 Troy Avenue, was once occupied by a brick building that was demolished in the years leading up to 2008. Since then, the lot has remained largely vacant, with temporary uses including accommodations for bochurim visiting Crown Heights for Tishrei.
Plans for residential development date back to March 2010, when New York City’s Board of Standards and Appeals (BSA) approved a five-story residential building with 34 apartments and 35 parking spaces. Subsequent amendments reduced the project to 26 apartments and 32 parking spaces.
According to a February 2025 BSA resolution, the approved plans provide for a five-story building, including a penthouse, with a maximum height of 54 feet, 6 inches. The building is permitted to contain up to 48,342 square feet of floor area, with at least 32 parking spaces.
The amended plans call for 26 three- and four-bedroom apartments, including five duplex units. Apartment sizes range from 1,232 to 2,298 square feet.
The project, associated with developer Abraham Lokshin, has faced repeated delays and extensions. In February 2025, the BSA granted another extension, setting February 24, 2029, as the deadline for completing substantial construction and obtaining a certificate of occupancy.
After years of remaining an open lot, the property is now showing visible signs of preparation for development.
