His son in law told me, being that it was in WWII, it was the Frierdiker Rebbe, who gave him a new pair of tefillin.
He was one of the sons of the Kramers who played a pivotal role in rescuing the Frierdiker Rebbe from Russia to Riga and years later from Riga to America.
