We regret to inform you of the passing of Former New York City Councilman and Brooklyn judge Noach Dear. Judge Dear was a regular at Chabad Lubavitch Headquarters and consulted with the Rebbe on many occasions while receiving dollars, lekach and Kos Shel Bracha.
