Still, the driver should have been paying more attention, seen him, and been able to stop, based on review of the video.

The driver was not speeding. There was a parked car on the driver’s left side, blocking his view. The driver’s view was of the road which was clear at the time. The pedestrian/bocher literally walked out in front of the moving car. There was no opportunity for the driver to avoid impact. Saying that the driver should have seen him, would require driver to focus AWAY from the road directly ahead!!
School zone
This is a school zone. Driving above 15miles per hour is illegal. Laws need to be enforced.

I was right there when he got knocked over 1 he was NOT on his phone it was in his pocket 2 he looked before he crossed as you can see on other videos from cctv and she was speeding way too fast to see when he started crossing 3 the LADY DRIVING WAS ON HER PHONE WHILST DRIVING and therefore didnt see

At the end of the day all this could’ve been avoided if hadn’t walked in middle of the street
