PSA: New Traffic Law Goes Into Effect in NYC, NYPD is Already Enforcing

A new law is in effect in New York City that requires drivers and bicyclists to stop, rather than yield, when no traffic signals are in effect.
According to the new law, “Such operators of vehicles and operators of bicycles in any lane of travel must stop and remain stopped for a pedestrian in crosswalk until such pedestrian crosses a roadway.”
In crown Heights, that includes certain heavily enforced intersections such as Balfour Pl and Empire Blvd.
As there is no traffic signs there, turning from Empire onto Balfour while someone is in the crosswalk would be a breach of the new law.
The NYPD is well aware of this, and the summons car which regularly sits on Empire Blvd at the intersection of Brooklyn Ave has already been reported as enforcing the new law.

I was under the impression that there must be a visible, painted crosswalk for this rule to apply. The illustration does not seem to require that. Does anyone know the specifics of this law?
Must there be a visible crosswalk to require stopping or just a pedestrian standing on the sidewalk or in the street require a driver to stop?
