    It is November 23rd according to the Julian calendar, 60 days from the Fall Equinox according to Shmuel. See Igros Moshe for a fascinating discussion why we remain fixed to the Julian calendar date even today despite the fact that the observable equinox occurs about 12 days earlier.

    #2, the real question is not why we stick to the Julian calendar, but why we still ask for rain according to the climate of a country that has no Jews left! If we’re going to follow the climate of a foreign country, why not Eretz Yisroel? But really, why don’t we each follow the climate of our own country, and pray for rain when we need it and not when we don’t? This is a very tough question, because there really is no good answer.

    The real answer is that the Rosh already tried to change this, and he failed; people just did not accept his proposal, and eventually he gave up and went back to the old way. There’s a long teshuvah where he rails against the custom, but eventually concedes that the resistance to change is too strong. And if he couldn’t achieve such a reform, then who could? So we stick with our old minhag, even though we know it is wrong, because it’s better to all be doing the same wrong thing then for some to do one thing and some another. (Tshuvos Horosh 4:10)

    Since when has Eretz Yisroel EVER been “a foreign country” to Yiddn?
