to number 4 we appreciate your comment however you should know when the Rebbe sent shluchim many years ago to Israel, the Rebbe spoke about it before the 3 weeks eventhough they left during the 3 weeks in order that the haschala of the shlichus should start before the 3 weeks. Therefore we thought it appropriate to start before the 3 weeks.
