No Police Report Filed on Earlier Call Involving Shomrim Shooter
The NYPD acknowledged on Thursday that even though a Boro Park woman made a complaint about a man – who turned out to be the alleged shooter of four Shomrim members a week later – acting indecently in public, officers did not file a report.
A police investigation into why no paper trail of the criminal incident exists is still underway, according to an email to Hamodia from the police department’s public information office.
Last Sunday, the NYPD confirmed that, on Aug. 26, officers responded to a 911 call from a woman who lives on 59th Street between 12th and 13th Avenues.
The woman and others have told Hamodia that numerous people observed the suspect acting indecently in public in front of her home that day, and acting suspiciously the day before. The woman told Hamodia that she gave police a description of the man and his car, as well as his license plate.
The woman and two Shomrim members who saw the man up close on August 26 claim it was the same man charged in the shooting of four Shomrim volunteers on September 2.
The shooting occurred after witnesses said David Flores, 33, was again spotted acting in a lewd manner. A group of Shomrim members approached Flores, who opened fire.
Sources familiar with the case told Hamodia that Dep. Inspector John Sprague, commanding officer of the 66th precinct in Boro Park, is personally involved in the probe into why police didn’t document the complaint on August 26, and was informed of these details by at least one witness.
In relation to the shooting, David Flores, 33, is charged with various counts of assault, weapons, reckless endangerment, menacing and harassment charges.
But the criminal complaint against him, obtained by Hamodia, makes no mention of lewd behavior.
The Brooklyn district attorney’s office would not comment on whether additional charges are being pursued, since the case was handed over to a grand jury on September 7.

There is NO report for a suspicious male/female in NYPD! If cops respond and the male/female matching description isn’t there they will advice you to call 911 when said male/female re-appears and will then search the area for described individual.
“Suspicious person” doesn’t fall into any crime classification, it is a response by police to verify if in fact the male acts suspicious and then take it from there!
