CROWN HEIGHTS — A top Jewish leader of a new Crown Heights, Brooklyn, neighborhood patrol group created to improve racial harmony has a criminal record for beating a black girl 14 years ago, the Daily News has learned.
Leib Skoblo, 33, who appeared with Police Commissioner Raymond Kelly at the group’s launch last week, spewed racial epithets and punched a black girl in 1995, court records show.
Skoblo’s victim said he shouldn’t be allowed anywhere near a group designed to lower tensions between blacks and Jews.
“I think it is disgusting,” said Izena Goudy, 25, now a member of the Army National Guard. “It is the same thing if a pedophile applies for a job in a kindergarten.”
Goudy’s ordeal began as she walked her little sister to school at Public School 161 on Crown St. on March 30, 1995.
Leib Skoblo’s younger brother, who was 12 years old at the time, started taunting her with racial slurs, Goudy recalled.
Skoblo, then 19, and his mother, Ella, followed Goudy and chased her away from the school screaming threats.
Leib Skoblo finally caught up with the much younger girl on Nostrand Ave. nearby and took a swing at her.
“He hit me so hard it stunned me,” she said. “It left me a nice bruise.”
Skoblo and his mother were both arrested, according to court records. He pleaded guilty to a misdemeanor charge of endangering the welfare of a child on Sept. 27, 1995, and was sentenced to three years of probation.
The nasty incident didn’t prevent Skoblo from being feted last week as one of the coordinators for the new integrated Crown Heights patrol.
He and the group were outfitted with black jackets, ID cards and hybrid cars with NYPD emblems after 60 hours of training.
“The Police Department is reviewing the matter, including his application to participate,” said Deputy Police Commissioner Paul Browne.
Leib Skoblo said he was too busy to talk yesterday, and his family later said he had left for a vacation in Israel.
His sister said cops should have known about Skoblo’s record.
“All I know is that he didn’t do anything wrong,” said the sister, who wouldn’t give her name.

There is a piece of gemara in taanis (20:a) that expresses how fortunate Jews are that they don’t have to have that liability of representing the police.
The gemara begins with the verse in Malachi (2:9) “and therefore I, too, have made you despised and low” – Rav yehudah said: This implies a blessing (in disguise): Because of this (the goyims hate of us Jews), they (the goyim) don’t appoint from among us (Jews) Custom Officials or Police Personnel (two forms of officials widely reviled, hence it’s our blessing that we don’t represent the office of the Police).
Having learned this piece of gemara, how do the Shmira pride themselves in their new love affair with the NYPD? Wasn’t the point of these civilian patrols that we want the option to deal with people from outside the Government forces? I suspect that they were in love with this new ‘kibbud’ and ran with it without first studying daas torah, and the ramifications of such a union.

Why does everyone assume that the story is true, that he hit someone for no good reason? It seems obvious to me that when a yid hits a sheigetz, or a shiktze, there must have been a good reason; otherwise he wouldn’t do it. And conversely when a sheigetz hits a yid we must assume it was unjustified, unless we know otherwise. This is both because we must be dan a yid lechaf zchus, but also because the odds are heavily skewed that way; yidden are not shkotzim and tend very heavily not to behave like shkotzim. I think people are forgetting that.

Ending years of disagreement over an all-white neighborhood security patrol run by a Hasidic sect, members of the black and Jewish communities in the Crown Heights section of Brooklyn have agreed to start a new integrated patrol, they announced yesterday.
The decision by the Crown Heights Jewish Community Council to end its all-white patrol came after many meetings between community groups and city and police officials, and six weeks after a march through the neighborhood by about 400 blacks protesting the patrol.
”For the betterment of all inhabitants of the community, cooperation between both groups is the most desired thing,” said Rabbi J. B. Spielman, chairman of the council, after a 50-minute meeting with Mayor Koch and Police Commissioner Benjamin Ward at City Hall yesterday.
”As the saying goes, from the bitter comes sometimes the sweet,” Rabbi Spielman said. ”I would hope that even though there might be a couple of negative events in the next couple of months, that from this would come open and complete cooperation.” Segregated Patrol Stops Blacks
Many black people in the neighborhood have complained that the segregated patrols stopped blacks walking on the street and asked them for identification. Mayor Koch warned the Hasidim several weeks ago that such tactics were illegal and would not be tolerated, and Commissioner Ward said yesterday that the patrol had not been operating ”for the past couple of weeks.”
The new patrol, which is to operate under the auspices of the 71st Precinct and is to include a telephone hotline at the stationhouse on Empire Boulevard to report incidents, will begin as soon as details have been worked out, the leaders said.
A meeting is scheduled for Wednesday with representatives of the two groups and top police officials to discuss recruitment and training for the patrols.
The Rev. Heron Sam, rector of St. Mark’s Episcopal Church, who represented the black community at yesterday’s meeting, said: ”I hope the joint patrol will be successful. We’d like to work for the success of it.” Koch Links Assaults to Blacks
But, Mr. Sam said: ”There’s got to be an end to any kind of partisan patrols that exist in that community if there’s going to be a joint patrol. That is part of the agreement. If that is held, I think we have a chance of success.”
Mr. Koch drew loud protests in a visit to St. Mark’s two weeks ago, when he told a mostly black crowd that most crime in the neighborhood was committed by blacks. ”If you’re a Lubavitcher sect member, Jewish, it’s hardly likely that you’re going to be assaulted by a white in this community,” he said. ”If you’re black, and you’re living in this community, it’s hardly likely that you’re going to be assaulted by a white Lubavitcher.”
But Rabbi Spielman credited the Mayor yesterday with helping to resolve differences between the groups. Commissioner Ward said the two sides were between ”80 percent and 90 percent” in agreement before yesterday’s meeting, and that ”it took the Mayor and an hour to bring everybody together.”
Mr. Koch, speaking to reporters in his office, said, ”It was a very frank meeting,” adding, ”I don’t want to tell you it was kissy-huggy, but there was no animosity.” More Foot Patrol by Officers
City officials said the Lubavitch group had agreed about 10 days ago to join an integrated patrol, but until the meeting yesterday had not said explicitly that it would abandon its all-white patrol. The officials said Mr. Sam had made it clear that ending the all-white patrol would have to be part of any agreement.
Mr. Ward said it was hoped that the new patrol would include members of an integrated neighborhood watch program that has already been operating under the supervision of the 71st Precinct’s community relations officer. He said that group has about 50 active members and would be subsumed in the new patrol.
In addition, Mr. Ward said he had decided to introduce a Community Patrol Officer Program, which would put officers back on foot patrol in the neighborhood, in the precinct as soon as possible. The three-year-old program is operating in 44 of the city’s 75 precincts and is to be expanded citywide within the next 18 months.

The Gemara is not saying you have an obligation to hate custom officials or police officers. Of course not. What the Gemara is saying is even though anti-semitism prevented Jews from getting these kinds of lucrative jobs, something that appears to put Jews at a disadvantage, there is a hidden benefit.
Since people (not Jews necessarily) hold these officials in low regard (because of their high propensity to be corrupt (see the reputation of Mexican police as an example)), Jews holding these positions would otherwise be the object of this scorn. Since they are excluded, they are also spared.

I remeber this incident – although vagually – I remeber the incident differnetly though – the GIRL attacked the 12 year old boy so the mother and brother went chasing her. I didnt hear of any punches happening – but what I do remember was that this girl attacked the 12 year old boy
