“I’m a citizen of the world,” claims the one with a utopian vision. Pragmatics aside, is this the divine vision for humankind? What would the Torah say regarding territory acquired and borders established through war, whether aggressive or defensive? Do the spoils ever ethically and legally belong to the victors?

Would the same answer apply if the Victor is the Roman or Greek or Persian Empires and the loser is Israel? Does the Victor STILL get the spoils?!
