New Mikvah Inaugurated In France Where Terror Attack Took Place

Just weeks after a terrorist torched a Chabad Shul in the city of Rouen, France, a new Mikvah is being inaugurated there. The Mikvah is under the auspices of Rabbi Shmuel and Sterna Lubecki, Shluchim to Rouen.
